My drive advertises that it will write DVD+R media at 12x but the DVD-R max write speed is 8x. Every program I use to identify the drive/media informs me that my max writing speed is 4x. I have updated to the latest firmware, but that did not seem to effect anything.

I identified the disc Using DVD Identifier and here is the output:

I've tried the Nero InfoTool, and it states that my max read speed is 8x and my max write speed is 4x.

The advertised speeds are like this:
"Read Speed: 12x (DVD), 40x (CD)"
"Write Speed: 40x (CD), 8x (DVD-R), 12x (DVD+R)"

I've done some research, but I can't find anything regarding this. I appreciate any help that may shed some light on the situation.
