Go to http://www.psp-hacks.com and go to the downloads section. Then go to firmware. Download the 2.5 eboot and after you upgrade to 2.5 you can then downgrade to 1.5.

From the eloader documentation.

- Copy the homebrew you want to run to your memory stick.
Usually, this means unzipping a directory that contains an
EBOOT.PBP file to somewhere under \PSP\GAME\. The exact
location and folder name usually doesn't matter, but for best
compatibility you should try to use the same names as
originally shown in the homebrew ZIP file.

There is the easy downgrader at http://www.dl.qj.net which guides you through the whole process as long as you have the original GTA:LCS UMD. Sorry I forgot to mention that earlier. If you dont have it I'll send it to you and let u borrow it until you can get it downgraded. Blockbuster should also have it as i dont think they have the new patched version yet. U can get it used at practically any game retailer too. Sorry for any mix-ups. :(

Do you wanna try the easy downgrader which walks u thru mostly the whole thing. Then all u have to do is actually execute the downgrader.
