What's the difference in a HTPC and a Normal PC

I've built a few gaming rigs in my day. But I've become very intersted in a HTPC, what is the difference in components and what would be some things to look for and get? I intend to hook this up to my tv and rest of my home equip by the tv. I want to play music from this rig and record tv and you know the usual.
