i have only a 256 mb memory card so i want to know can we shrink a file? for example a file is 700mb, how low can i shrink it. what if it's 500mb, how low can i shrink it?

Dpends on the compression rate. Get IS compresser v1.1 from psp-hacks.com

I believe you can make ISO files smaller by changing them to a CSO exstension, this can be done by a program created by Booster/Danny_Kay
As for music,videos and photos you can obviously change the sound/picture quality/format.
As for generally shrinking any file i'm not sure, if there's a simple tool out there that can do that would be greate, but as with losing size you usually lose quality
