Is there any software available to convert mpeg1 to dvd and author it so it plays on a uk dvd/uk ps2? i've tried converting with TMPGEnc and author with spruce up,but it's to complicated for my dumb newbie head and the i'm having problems with sound or if there isn't is there an easier way of doing the above?

The only thing you can do is follow the guide on this site because it wont get easier than that!
