an ogm file that i am trying to watch has its subtitles coming pretty late.

i am kind of a beginner in all this video editing business.
i know i can use bsplayer to time the subtitles, but i am looking for a better permanent fix. like actually fixing the timing on the subtitles stream

You can use URUsoft Subtitle Workshop to correct the stream.
Use OGMDemux to extract the OGM to it's basic files, Correct timing on subs with Subtitle Workshop, then use ogmtools to recreate the OGM file from the files in the Folder where you demuxed them to.

Every night has its day.
