"Make Your Own DVD-Video" option missing

I am using a site license version of Nero 6 at work with DVD burners on 2 machines. One machine has the "Make Your Own DVD-Video" option and the other doesn't. Both machines have gone through the same install process and the same upgrades, but that option is partial to one over the other?

Can someone tell me what I'm missing?
