hello there...my question is simple...i just got in the UK for studies and I moved in a residence where the explorer works just fine... but i cannot download anything else!!!!?! why is that?

Because schools don't want you to download illegal stuff of the net and get them in trouble.
Simple as that.
And don't bother asking if there's a way around it, because there is no legal way to get around their security measures.
