A guy I know told me that this burner here:

Can take PS1 games and copy them to normal CD-Rs and not need a modchip because it reads the bad sectors or something like that. Is that true?

No. You won't be able to play a backup burnt game on an unmodded system at all. You MUST have a modchip or use a boot disc.
