Well, I got a question. When you see a .rar file, you extract it, you have a PS2 game inside. Then you get lots of .rar files with the same size. I know you are suppose to extract only one of them, but why does the seeder or the person who gives you the download, just doesn't take this one file that you are suppose to extract, and upload it? Why do you have to download all of those files if you need this 40 mb repeated single file?

Cos you don't just need one of the files, you need them ALL. lol. Do you really think that a 4.35Gb iso would fit into a single 50Mb rar file?
The rar files are spanned sequential archives. When you extract from the 1st numbered file WinRAR extracts the resultant iso from them all in sequence.
The reason a game is packed this way is because it makes it easier for you to get a game from more than one source. If it was just 1 complete rar file, then you'd be downloading a huge rar file & have to get it from that source only.
Also, you get better compression from a spanned archive than with a single archive, so it makes the download smaller.
