Best security program, mostly depends on personal opinion and how well they perform up against test, I suggest you do the research for yourself, and elaborate a bit more on your question, as I don't have a hoodle nickle what your on about, but my guess is internet security, as in; firewall's and anti-virus programs.
Personally I use Zone Alarm, even though the new one has been giving me a hard, hard time, I stuck with by reinstalling the previous version, and as for anti-virus I use Network Associates Anti-Virus.
If your running windows 2000 , then google file and folder permissions and group policies. These and a good antivirus combined work rather well together.
