[Problem with TMPGEnc] Bframe Decoder Lag

I've got a few AVIs which I want to convert to mpg before burning it to a VCD. The problem I have is, it displays:
"WARNING: NOTHING TO OUTPUT
BFRAME DECODER LAG"
when I try to load it as video source with TMPGEnc. I tried encoding but it only encodes the first maybe 10 frames properly, rest of it is just a black screen. The audio works fine tho.

Anyone know how to fix this problem?

Info on avi file: MPEG-1 640x480 23.976fps CBR 1150kbps, Layer-2 48000Hz 192kbps
