Here a little thing I coded using batch. It allows you to make new accounts, admin or not with passwords or without, through Command Prompt, rather than entering the information yourself it simply asks you to enter a name and password etc. It's really n00bish but I suppose it helps if your control panel is having problems, or if your doing naughty things on someone elses PC. Anyway, heres the link for the download. Feedback please.
