if i play a PAL game on a PAL ps2 but on an american connection, will it work?(i have a PAL ps2 and live in america)

Yes. It'll work (patched with PAL Disc ID obviously), but you'll need to have a good connection, or you'll lag or be unable to connect.

No idea. It will depend on download/upload speeds.
I can connect fine to US servers from the UK without any connection or lag problems on 10 Meg highspeed broadband (LAN) with 1 meg upload.
