do i need to upload the files to a webhost and goto the site from my psp?

Tthere will usually be a read me file included in the download, that will explain how to install.

no some portals do certain stuff like the itunes portal that lets you play musik wile online or da xp portal dat makes da psp be a win xp which can only be accessed on the web browser
