No, but if your ratio goes bad, they can, and will.
Not to mention there are lots of people that use Azureus who monitor the people that connect to them, and if they catch you doing that, they could block you from downloading from them.
I take it you have port forwarded properly and have tried using Lvllords patch to get your connection to imporve ?
Look through the guides in this forum about port forwarding, check http://www.portforward.com/ for your specific router, download and install the lvllord patch.
Do a speedtest to determine what your up and download speeds are.
Try downloading and reading the Bittorrent Bible that was made by TomMelee to shed some more light on how it all works.
And last but not least, i suggest you to switch to a friendlier torrent client, like ABC, Azureus, BitTornado, Utorrent, or whatever.
