Just re-install it over what is already installed. No use in uninstalling, the files will be overwritten on their own.

Oh, I see. In that case, delete the San Andreas folder in Program Files(or where ever it's installed). Then, go to Start > Run > type regedit > click OK.

In RegistryEditor click File > Export and save the backup somewhere just incase something goes wrong.
Then, press Ctrl+F(or Edit > Find) and search "GTA" and delete any keys related to GTA. Search "San Andreas" and delete any keys related to San Andreas. Just be sure they are related to GTA:SA before removing.

Then, go here and get CCleaner. Install and run the "Issues" fix. This will remove any missing or corupt MUI's that may have been left in the registry. Be sure to backup the registry when prompted.

After that, restart your computer and try installing again.

Rather than risking stuffing your registry use ccleaner to delete the registry entrys through tools->uninstall (then delete entry), then scan for issues as said before.

Good idea, but it may not be listed since the installation was stopped before complete install.

You should check if it is before doing the registry edit.
