every psp model/firmware eventually can be downgraded to the specific firmware that's essential in running backups except for the psps that have a certain motherboard. and there's no way of telling if the psp has that motherboard until you take it out of the box.

is that correct?

Correct. However, eventually could mean 33 years or it could mean tommorrow.
