Can i make DVD's without a DVD burner?

Using Nero, I've made many DVD's, but now I'm without a burner and so the option of "Make DVD" isn;t even there. Even custom conversions have no DVD format specified.. I use an external disk, which stores the files in DVD format and then burn them to DVD on another machine. Is there a way of getting DVD options on a machine without DVD burner on Nero? Or are there better software for this?

Is it possible to run Nero Image Drive and make a DVD?
I've never tried it without a burner being present though.

The option "enable burning on images shoulkd be enabled" under the configuration
