i got a video card hooked up to my laptop and the live tv skips, is ther any settings to fix this or is it the quality of my tv tuner?? and when i hook it up to my nintendo 64 it has a 5 second dely from when i pressed any buttons or moved the d-pad, any help will be great

Its more likely to be the laptop causing the problems.
What tv card are you using and what does it state as the minimum spec required to use it?
