open notepad,then drag the system.cnf file into it.

I think you mean for windows games, do not re post there however, Your thread should be moved.

Just double click and select the program from the list.

No, he means for a PS2 game. Windows games don't have SYSTEM.CNF files.

The SYSTEM.CNF file is the file that tells the PS2 what to use to boot the game (the elf file - SLUS_xxx.xx) & what video mode to use (PAL or NTSC).
Have you never used Window's 'Drag & Drop' feature to open a file?
With notepad open, find the SYSTEM.CNF file you want to open up, move your mouse pointer over it, then press & HOLD the left mouse button. You will now be able to move the file around, so move it into the open notepad & release the mouse button. The SYSTEM.CNF file will open.

Ok, I know all about the 'Drag & Drop'thing. All I have is the ISO. Where can I find the system.cnf.

Dude, read one of the MANY game shrinking tutorials available. Hint - you will need to extract files from the ISO to a folder (ISOBUSTER). THen rebuild the ISO.
