Really need to use the file waited all day to down load and it is encrypeted. I don't know how to open it, I downloaded it from uTorrent. If possible can I do anything with it. It came as a RAR file.

RAR is a compression format.
Try extracting the files using WinRAR.

I got it open with a guess password and then it was in German and my Deushute isn't that good lol. Thanks for the help fellows.
