Does anyone know of any software that allows the playback speed of a wave file to be adjusted in increments of less than 1%, so that it can be synced to a video file that runs at a slightly different speed?

Ideally, the increments would have to be about 0.01% and, obviously, the program would need to allow the wav to be re-saved at the new running speed.
