can anybody explain what i can do with 2.71SE-B'' and if it is better for running isos? will cheatmaster work on 2.71SE-B'' and will i be able to run snes9x on 2.71?

Yes to all questions.
You dont need devhook to run your ISO,s.
Install the RECOVERY folder, turn your PSP off, hold the R trigger and turn on again, select configuration and set your GAME folder for 1.50 kernal.
Place all your 1.50 homebrew in the GAME folder.
