I have a PSP v1.5 I am new to all of this, so I need to now what firmware & homebrew applications I need to download, where & how I can install it to my PSP. Please help me

well download the devhook 0.46 ultimate installer.
it will be an exe file
then connect ur psp to ur computer.
and then run the devhook.exe in ur computer.
then in the options for devhook during installation.
choose. install devhook0.46 with 2.71 firmware.
then keep going next and ull be done.

It depends on what you want to do. If you want to play copies of proper PSP games (ISOs) you'll either want DevHook, or to upgrade to the custom firmware known as 2.71 SE-B".
If however you just want to run normal homebrew (homemade games and applications as opposed to proper released games on UMDs), then all you'll need is to download the homebrew.
In the memory stick, create a folder called PSP (if it isn't there already), and in that folder a folder called GAME (again, if it isn't there already). In the GAME folder (yes capitals), put your homebrew. On a 1.50, you usually need two folders for the homebrew since they are kxploited (split into two parts to work with 1.50). Nearly all homebrew is kxploited so don't worry. Anywho, you'll have two folders, one with whatever name, and another with the same name but with a % sign after it. This is to fool the PSP, but it will result in a "Corrupted File" icon in the game menu on the PSP. This is NORMAL. Put these two folders into the GAME folder, and in the PSP go to the Game folder and launch the homebrew. Simple.
If you really want to get rid of the corrupted file icon, rename the two folders to __SCE__whatever and %__SCE__whatever (note there are two underscores on EACH side of the SCE). So if the folder was called hello and hello%, "hello" would be renamed to "__SCE__hello" (minus inverted commas), and "hello%" would be renamed to "%__SCE__hello".
This is the OFFICIAL way of getting rid of them (by official, I mean that it's actually incorporated into the firmware files. There are some others, but I can't remember what they are, or the differences). I find this the best, easiest, and tidiest way of getting rid of the corrupted file icons.

Thanx.... I got the Devhook saved now. It is saved in PSP then GAME
In the GAME folder is 3 folders, dh ; ISO & PSP. And in the PSP folder is another GAME folder, then there are 3 folders: %__SCE__DH_ENG ; __SCE__DH_ENG and DH_ESC2XX
Then when I go onto my psp console, the 3 files are corrupted. What do I need to do? Hope I explained well enough.

u done it all wrong. in the root there should be Dh and PSP and ISO and inside the PSP fodler should be game music etc. inside game should be %__SCE__DH_ENG ; __SCE__DH_ENG and DH_ESC2XX
then go into Game fodler on the psp and load devhook then vice city stories simple.

well done bruv u use a umd disc "YAY" what u want? s fire works display? saves us from carrying loads of umd dics and some people cant afford all the umd's and some just want to play there BACKED up umd discs. if you cant help some one then dont post and just sit at home hate your self by looking in the mirror......waste manz

You most likely haven't got the correct files with it. To avoid legality issues, Booster (the creator) did not include dumps of the firmwares needed to run DevHook. You have to do this yourself.

That should have everything, but I'm not sure if there are mods with it (some people put in their own pictures/boots, and others put in actual mods).
Also, you'll want to change your settings for DevHook:
UMD SELECT - "game title".iso/cso (select the game you're going to play)
UMD MOUNT - ISO ANYUMD
UMD VERSION - 2.xx-> 2.00
FIRMWARE - 2.71
CPU CLOCK - 222/111
BOOT SELECT - reboot XMB
OTHER > REMOTE CTRL - "No Change"
OTHER > preload address - "No Change" (89000000) default
OTHER > USB OPTION - ON if you use USB and loads ISO from PC
OTHER > SCREENSHOT OPTION - "No Change" Disabled by default

No one said it didn't. He didn't even say he used the ultimate installer. He most likely just download DevHook, but didn't have the firmware dumps needed to run DevHook, hence the reason for my post IF that is indeed what he did.

Who has said he used the Ultimate Installer? That makes your post irrelevant, as there can be problems, and these can't be sorted until we can determine exactly what was downloaded.
