Just 3 days ago, my dl speeds became very slow. I had previously been able to consistently dl up to 400kb/s if there were many people dl'ing and seeding. But now all of a sudden, i can only dl about 30kb/s and I cant figure out why. Rarely, i get a burst of speed up to 100kb/s but it decreases to 30kb/s again in less than a minute. Also, i normally set my upload speed to around 80kb/s but now it caps around 15kb/s.
To get my settings that worked well before, I set my listening port to one in the 49152?65534 range and configured my router accordingly as described in my sites that I googled to get rid of the nat problem. I also opened the port in my Windows firewall. This worked very well for me for about 2 years until 3 days ago although Azureus indicates my nat is still okay.
I know I should have better speeds because I have fluctuating dl and ul speeds as previously mentioned while the swarm dl speed is at 140kb/s and ul speed is at 160kb/s.
Any ideas or suggestions??

Your ISP might be capping your speed.
Try enabling encryption *set it to RC4*, and make sure you check to option to allow people to connect to you without encryption as well.

I thought thats whats going on but unfortunately that didn't solve it. I enabled RC4 encryption and ticked "allow non-encrypted incoming connections." I also tried enabling "allow non-encrypted outgoing connections if encryped connection attempt fails" but nothing changed either way.

Open it up on the router, try again, see what happens.

If I had to make 1 bet, that bet would be that your local IP changed.
Check start/control panel/network connections/double click your network connections/hit the properties tab/check that "local IP" (192.168.1.xxx) matches the port you are forwarding to in the router.
Also, while you're at it...is your client saying you're firewalled?
And, have you run a speed test?

My ip address is still the same as what i forwarded to the router..it hasnt changed. My client doesnt say anything about being firewalled either. And I just did a speed test and i dl at about 6Mbits/s but i upload at an amazing 145Kbits/s. lol..why is that?

upload or download? 2 different animals.
Normally your upload is only a fraction of your download speed.
I suggest this next, on a whim:
Hard reboot your router. Hold down the "reset" button until all the lights light up and go off. It's back to it's factory setting at this point.
Reenter your forwarding information, and retry. BTW--your local IP is likely to change during this operation.

I know they're different but isn't an upload speed of 145 kbits/s abnormally low?? After all, it did say that my upload speed is 92% below normal but my dl speed is okay. I figured that could point to the problem.
Also, I rebooted my router and forwared the ports but still nothing changed.

Actually, now i Azureus says that i'm firewalled even though i forwarded the port to my router and opened the port in my firewall settings.
Also, I have an ip address confilt with the other computer on my network and i lost connection on the other computer.

the IP conflict is because you set up a static IP for your computer, and now it wants the IP that the other computer has, which it can't.
This is why I never advocate establishing a static IP, because it opens a pandoras box of network hassles.
Disable the static IP on your box, recheck "get IP from DHCP" or whatever that box says. Make sure DHCP is still enabled in your router (it is.)
Reboot your computer. Reboot the other computer after yours is online.
When you get back in, find your new local IP, and enter that in the forwarding window, just like you did before.
If your upload is choked but you're NOT showing firewalled in the client, then it's your software firewall. You've probably only allowed incoming TCP/IP connections.

Ok..so i got my connection working with a static ip again but i still get slow speeds.
I have TCP and UDP connections allowed in my router and firewall.
Now i'm getting my ip automatically and DHCP is enabled. It's still enabled in my router as well.
Still no luck..It still says DHCP firewalled. I even tried disabling Windows firewall and my antivirus.
I checked my local ip and it's still the same. Should it have changed after disabling my static ip?
One other thing..about 2 weeks ago, my cable company switched my cable modem. It's still the same isp but a different box. Could that play a factor?
I read able certain companies that limit bandwidth at certain times during the day but my dl's and ul's are pretty consistent (slow) all day/night. but still, encryption didn't change anything.

click one of the links in my sig and snag my "torrent firewalled flowchart."
Complete that, and come back.
