well if you want to do it as cheaply as possible, you could use Audacity, which is a free audio editor. Haven't used it (I'm a Pro Tools new myself) but other people here have said it works decent for being free. you should be able to record your voice then overlay it with an audio track. keep in mind the quality of your voice is only going to be so-so if you plan to use the mic in on your sound card coupled with a cheap computer microphone...

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

well Pro Tools is probably a bit overkill for what you want to do. Its the industry standard for recording, editing, and mixing for both film and TV industry...although you can get a basic setup for under $500. Pro Tools uses its own proprietary hardware as well.

I'd recommend try recording with the basic free software, and if it doesn't suit your needs you can always invest in something like Adobe Audition, which is a decent multi track editor for around $100

I'm not really sure the quality of computer headsets, but for spoken voice it would probably come out decent. It will also depend greatly on the quality of your soundcard, and be sure to record at CD quality (44100 Hz, 16 bits)
