You have no need for DevHook on SE-B3.
Have you installed the RECOVERY folder yet?

It wont say SE-B3 in the system settings, but there is some small updates.
Here is a pack that contains the RECOVERY: http://www.psp-hacks.com/file/876 Simple install.
Just create a folder called ISO in the root of your memory stick and place your back-up,s in there, they will show up in the GAME menu.
You may have to set your GAME folder to run 1.50 kernal, this can be done through the RECOVERY folder by switching your PSP off completely, holding down the R trigger and turning it back on, this will bring you to the RECOVERY menu.
