SOCOM Fire Team Bravo 2 and Devhook .46 not working (kind of)

I just got SOCOM Fire Team Bravo 2 and it runs on firmware 2.81. I am using 2.71 with Devhook .46.

I backed up the game to an iso file and then used my backup memory stick to run it. The backup stick has Devhook Launcher/VSHEX Mod 1.65 installed because I us it to test new programs without messing up my regular mem stick. The game worked just fine. I then transfered the game to my regular mem stick which was running Devhook .46 and it didn't work. I tried reinstalling Devhook and cleaning off my mem stick and it still didn't work. I then installed Devhook Launcher/VSHEX Mod 1.65 and it started working again. Does anybody have any clue why it would work on VSHEX vs regular Devhook?

just because it came with a 2.81 upgrade doesn´t mean that it won´t work on 2.71
in this list they say it works with 2.71 (i didn´t try the game yet)

Yes, it does work with Devhook Launcher/VSHEX Mod 1.65 installed but does not work with regular old Devhook .46. It doesn't seem to make since.
