He didn't say "It's going well" he said "We're exploring possibilities". Historically, that's the kind of thing a company says when they just physically can not do what their consumers want. Statements like that from big industry leaders have never been resolved with success.
"Exploring the possibilities" means that they can't do anything with it, and they don't want to admit it. They're a huge company, I can't blame them for dodging the question.
Activision and M$ are not cheap buyoffs; and they won't agree to a deal without getting a significant chunk. And the bottom line here is that a three way split is probably not going to be beneficial enough to make the three companies work together.
Activision doesn't play well with others, when it comes to business deals; just look at the legal troubles they encountered with the Call of Duty ports. There was a huge lawsuit between the publisher (activision) the original developer, and the developer who helped with the port. And the result was kept very hush hush. Odds are that even *if* Nintendo is willing, that Activision would be a bad company to strike a deal with.
Honestly, M$ is M$, they're not an anomoly, they're not known for letting business deals go sour, and they've worked with competitors before, so I don't think they'll be a problem in this case.
What I think will need to happen first, is that Activision will have to release several new crummy 007 games (Because every company that purchases the franchise since Rare thinks that THEY are going to make the next Goldeneye), all of which will bomb, until their short term license runs out. At that point, the license will go up for sale again (Probably by MGM entertainment) and Nintendo or M$ would be wise to swoop it up, sheerly for the prospect of a goldeneye release. M$ really doesn't have much to benefit by swooping it up, because Nintendo has never allowed titles they have any part of to appear on other systems (Aside from a TDK licensing fiasco back in the early nineties, they were still learning.) So, M$ wouldn't really benefit from it. Now, if Nintendo purchases rights again at that point, they can approach M$ and talk money for Rare rights to Goldeneye.
But that's a ways off, and a serious speculation of events. And besides, MTV is all hype, anything on their channel from anyone's mouth is going to be riddled with hype; Reggie was asked about something he knew isn't happening any time soon, so he did his best not to lose the moment. It was great from a PR perspective, but it was a very vague 'maybe, if everything is perfect, someday' sort of answer.
Let's not twist this into, "Nintendo is working a deal!"
