Is there any way that I can burn a Copy of Swap Magic downloaded from the internet onto a CD-r?

yes, but you will need an original swap magic or mod chip to use it, leaving you no real reason to use a downloaded copy, anyway.

you're going to cheap out and get SM so you can play illegally copied games (don't deny it, there's no use), so at least don't cheap out on the means to do it. get yourself a good modchip installed or buy and original SM.
