Picture blurs with camera movement

Has anyone else noticed this.
I have a Samsung 32" LCD HDTV and if you're watching a football match the picture can become blurred. When the camera is still even fast action on screen is fine but when the camera moves you can no longer read, for example, the advertising hordings in the background or the players numbers on their shirts. Once the camera stops moving, it's ok again. When watching a DVD fast action and camera movement don't seem a problem. Just as another example the ticker tape on a news program also looks ok even though it's fast moving.

Is this something to do with the broadcaster or should I be slightly more worried?
I know someone here will know the answer to this.
