I have psp 2.71 se-c and burnout legends doesnt work in no-umd option,
what should i do, and if i have to install devhook how should i do it.

yeah burnout doesnt work on no umd mode....get hold of devhook ultimate installer and install devhook or install devhook 0.51 using eboot method..
