For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

Are the 24 hour download sites legal. They say you have to delete any file 24 hours after you download it.

for the most part,download sites blow. itunes is probably the biggest one, but there's still napster and a dozen others.
