you mean as a standalone CD player? No, not unless it has a play/stop and skip forward/reverse button on it. If not you need some sort of computer to act as the CD player.

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

My old CDROM has a play\forward button and a stop\eject button.

Can I modify it to a standalone CD Player?

Possible, you will have to connect it to a power supply, and you will have to make a connector to go from the four pin audio output on the CDROM drive to a pair of RCA plugs to connect to your stereo, but in theory it should work...

well splicing an audio cable together shouldn't be that hard, just get a CDROM audio cable and a stereo RCA to RCA cable, and splice them together. or better yet just use the headphone output on the front (if it has one) and just get a 1/8" stereo plug to dual RCA plugs.

the hardest part will be supplying the power, as you can't simply connect a power supply to it and turn it on...the power supply is usually remotely turned on my the motherboard, so you will have to do some googling and find which pins you need to cross on the mobo connector to find out how to switch on and off the power supply.
