If i am dowmloading using utorrent i am not able to surf the internet at all as soon as i switch UTorrent off i can easily surf, without any problems i used to be able to do both at the same time until recently when i had to re install Windows because of a crash.

Try Uninstalling and reinstalling utorrent again.
By the way, backup your downloads and torrent links before uninstalling. then when you reinstall put the downloads in the download folder and use the torrent links again. it should resume where you left off.
