I was wondering what is the best device to capture analog videos into the computer? I already have a PCI card for my Vaio, but I have a friend that wants to convert their home videos (VHS) to DVD. What is the best device to do this, that is not to expensive.

Depends on what you call too expensive but the ATI AIW video cards are very good for capturing and playing video games with.

What I mean as too expensive is something that is $120+, but preferably less than $100.

Most people seem to like the Hauppauge capture cards and they are cheap.

And would programs like Sony Vegas (the less professional versions) be able to capture the video too? Or would I need another program to do that like VirtualDub? What's the easiest and least expensive way to go from tape to DVD?

If you want to capture in almost lossless compression (DV) and occupy a reasonable space of HD buy a ADVC110 or similar... if you want full quality that'll use large storage space go for a huffyuv card with a good chipset like those that capture in 10bitDA or cards with BT878 which is 8bit as far as I know but this last is more cuztomizable.

If a program has capture capability then it can usually capture from any video device. I don't know the specifics about Vegas but in most programs I have used they will allow capture everything including my webcam.
