Er, are you sure you have the router hooked up right i.e. the WAN/Internet port connected to the modem, and your PC connected to one of the LAN ports? That 69.x.x.x. IP you gave corresponds to net2ez, a public IP address. Even with the modem completely disconnected, you should still be able to access your router. Check also to be sure that your computer is obtaining an IP automatically.
Let's go back to basics. First, check to see if your PC is set to "Obtain an IP addres automatically". (also make sure it obtains a gateway automatically). That is, DHCP on the PC is enabled. Then shut it down and keep it off. Then power-off both the router can cable modem.
Wait 30 seconds.
First, power-on the modem and nothing else. Wait until the cable lights stabilize (it usually take a minute or two to acquire a cable signal and then get an IP address.
Once that's done, power on the router and let it run through its self-test.
After a minute or so, power-on the PC. Even if you don't have internet access, you should be able to access the router normally. If you still don't have internet, we can debug this from that point on.

-Since half the questions here involve media problems, here ya go: Only use Verbatim or Taiyo-Yuden discs (get your TYs from Rima.com, not Supermediastore or meritline). Forget the rest, no matter what "brand" they sell under. Always burn at 4x speed regardless of the speed rating of this discs or your drive. If you have burn problems with these then you have to update your drive's firmware. For double-layer discs, only use Verbatim DVD+R DL and burn them at 2.4x speed.
