Proper Capacitor Charge

I recently installed a 2 farad capacitor ii my car according to the instructions. To charge I used the power cable directly from the battery and connected the resistor that it came with and touched it to the positive terminal after I properly grounded it (I grounded it first) nothint lit up on the capacitor like the instructions stated would, So i check all my connections again and to no avail so I just touched the resistor to the positive terminal for 10-15 seconds and than wired the capacitor thru a distibution block and wired up the rest of the sytem. I than installed the fuses on the block and it lit up. I used it for 2 weeks and the voltage display said between 14-15 volts. About a week later I bought a new head unit with more outputs and when I went to run some new rca cables to my trunk I accidently knocked the ground loose and the display flashed the voltage for a little bit constantly going down until it shut off. So i wired it back up and and lit up again when I reinstalled the fused on the distibution block, now when I check it it reads about 13-14 volts. My question is 1) Was my capacitor properly charged when I did it the first time. 2) what should the voltmeter read and should I be concerned if the volts steadily drop over time, and 3) would I have to recharge the capacitor after knocking the ground loose?? It would be greatly appreicated if anyone could give me any input on this.
