Why is my Azureus stuck at .99% of a file?

I am helping my girlfriend with her bit torrents and most of the files I try to download for her are all saying there is only 99% of the file available to be downloaded. So when I click to download the file it downloads all but a Mb or two and never completes. I have Azureus set up on my computer at my house and never have any problems like this. Although almost every one of her files I try to download is 99%, 98.5%, etc... The "Availability" field states there is only this available of the file. Most of the time these numbers will change, but not with her computer. It is the strangest thing that I cannot complete the file. Any ideas?
