is there a DS browser software out there somewhere? and if there is, then how cam i install it? how does it work?

you'll have to buy it. the ds browser needs a RAM expansion cart. which you won't have unless you bought it. dslinux has a browse built in. but since there is no UI i don't think you'll want to try it... unless you know somehting about linux and uClinux.
