Audacity
SOX (Sound Exchange) <- just commandline, no GUI
Nero Wave Editor (In case you have Nero already)

Free trial version (fully functional, time limited):
Cool Edit Pro

Lots of effects can be added with Winamp DSP plugins (+ diskwriter if needed) as well.
