3.10 OE-C doesnt even exist so you must mean 3.03 OE-C. in that case 3.03 OE-C is probably better coz its easier to mod your XMB
Currently on my 7th PS3 and 4th Xbox, gotta love technology..

Completely depends on where you live and what you want to do with your PSP.
When you're in Europe and/or want to play PSX-games on your PSP too, 3.10 OE-A2 is your choice. The emulator is better and supports PAL games without having to fix them with an NTSC fix. Also you got more things you can select in the emulator, the controls for example or change to a second controller.
If you don't care about PSX-games and want to mod gameboot and so on, you are better off with a 3.03 OE-B, that's as much as I know the easiest FW to mod.
Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.

the overall PSP display is really not a priority to me. Sure, it looks nice and all, but I'm more interested in getting UMDs working, as well as having my existing PS1, nes, snes, etc. working at least its present capacity in 3.02 oe B.
Now, if upgrading again allowed all of the aforementioned items, and provided other benefits as well, then I would be more prone to upgrade right away

Where did you get that from? It does support cso's and I had no problem so far with No-UMD, I didn't like the sound of Wipeout Pure anymore (my UMD I had in the drive) so I activated No-UMD. Every game so far worked without problems.

Official 3.10 doesn't support backups. We are talking about 3.10 OE-A, that's a custom firmware Dark Alex created and that does support homebrew. When you are on Sony's official 3.10 you can forget about homebrew and backups untill there is a downgrader.
