I have DSL with a Westel modem and I have a USR 5461 router. I set my local IP to static, 192.168.2.136 and I went to the port forwarding section of my router, forwarding the port (8491 specifically) with both TCP and UDP and when I tested the port through uTorrent, it said it was closed. I can still download, though speeds rarely go higher than 50kbps down and average around 30. is there a reason why it says the port is closed and will I have the do anything through the modem settings in addition to forwarding it through the router?
