sound lagging behind video while watching digital tv

I have a htpc it is a 3 gig,2 gig ram,200mb hdd(maxtor),256 ati x300 and a happauge tv tuner (wintv-nova-t-mce).\ 2005 windows media centre.
I have a problem that the audio lags behind the video and it can take several boot ups for it to dissapear. Sometimes it boots first go and I have no problems othertimes I will have to reboot at least 3 times for it to work properly. I sometimes get a blue screen with no signal.
And once, while playind a dvd(only once) the audio was a few secs behind the video.



Has anyone experienced this and solved the problem.Any help greatly apprciated.
