Hello i have a 3.02 OE-B psp

Im just wondering what the best and easiest gba emulator, and also do they write to the flash?

Keep in mind you have to have the file GBA_BIOS.BIN, which we can't directly link to, but I can tell you you can search on Google or Limewire(<<where I got mine)

Once you have the file, rename it to GBA_BIOS.BIN if it's not already, and place it in the folder without a %.
