Has my ISP slowed me down?

I was using Azureus on a 5 Mb cable line through a router and firewall. and everything was working perfectly. Two days ago my download speed was reduced significantly. I'm now using a direct connection with no firewall and download speed continues to remain constant at about 7 to 20 kb, my upload is usually 40 kbs. I've tried changing ports, nothing seems to work. Any suggestions?

You can try enabling Protocol Encryption but the ISP's seem to be onto that: http://forums.afterdawn.com/thread_view.cfm/395674 If you don't have a modem/router combo you could connect directly to the modem to see or is that what you tried?
