I have some games that I want to program to the psp format and plus it'll be cool to have one.

3.03oe-c is better than Devhook.Search the back pages of the forums and you will find threads like PSP Guide and stuff

he wants a developer kit, not devhook.

there are a couple out there, codemasters has one i believe....i forget what the exact name is though, but they got one otherwise u could ask some of the hack/developers like the homebrew game creators/porters and find out where exactly to get started.
