We can't give you a link as it can lead to piracy, and asking can lead to being banned. A lot of people have asked for emulators in the past and got banned, so please read the forum rules..
Just downgrade to 1.5 then upgrade to 3.03 OE-C and use Sony's emulator thats within the system software. Runs every PSX game at full speed for the greater part.

Emulators are leagal, however its the ROMs that are illegal.

Custom Firmware 3.02 OE-B and Higher will play your PSX games that you can either get from ripping your own PS1 games or by downloading them from a torrent....Provided you already own a legal copy of the game. Piracy is wrong and should only be used for backup purposes.
All you have to do in the custom firmware is place the EBOOT.PBP and KEYS.BIN in ../PSP/Game/Whatever_The_Name_Of_The_Game_Is

You can't really say emualtors are legal either, because they can lead to piracy. People who use the PS3 to get there PSX games for a fee is considered legal. But people using the custom firmware and just downloading PSX games is illegal. So really emulators are 50/50 when it comes to legal and illegal.

Emulators themselves do not hold any copywright.
A perfect example is the Gameboy Advance Emulator out. you can download the emulator itself, but for it to work you have to find the Official GBA BIOS.BIN. Sense it actually uses the same BIOs from the console.
Most all other Emulators run off "Independent User Created Programing."

whats all this legalities issue? haha technically emulators are legal.. you cant really say 50/50 legal or illegal.. its like black or white, cant be gray.

If you own the system, having an Emulator is legal, simple as that, nothing more to it. Same with ROMS, if I own it, I can download it. If I own Diablo, but it's too scratched to read, I can download it.
