Faulty Vice City Mod Manager

I used to play vice city on Pc, but i use a tool to use the mods, the tool is called 'Vice City Mod Manager'. I been using it then i uninstalled, then i installed it again then uninstalled, i did this for 3 times because i couln't uninstall the mods. Now the problem is, when i try to install the 'Vice City Mod Manager' again, the mods never install. I tried this a few times and still doesn't work. What can i do, please help?
